EU eyes sanctions vs Ukraine separatists but new steps vs Russia to wait: officials

BRUSSELS (Reuters) - The European Union may impose sanctions on more Russian-backed separatists on Monday in the wake of a vote held in eastern Ukraine on Nov. 2, but they are unlikely to discuss new steps against Russia itself until early December, officials said.
